Document publicity description
In accordance with Section 28 of the Act on Information Management in Public Administration (906/2019), a description of the information pools, case register and documents managed must be maintained. A description is drawn up for the implementation of document publicity is drawn up and is referred to as the document publicity description.
The document publicity description explains what data is collected about residents, service users and staff when dealing with various and using municipal services. The purpose of the public publicity description is to serve residents by making it easier for them to request documents and data.
According to the Act on the Openness of Government Activities, requests for data must be specified so that the municipality can establish which document the request concerns (Act on the Openness of Government Activities 621/1999, Section 13). The municipality is obliged to assist the person requesting the data in identifying the document. The option of finding out what data a municipality holds helps ensure administrative transparency.
